 To the Moon—carefully
Nobody wanted to embark into such uncharted territory without many small, careful preparatory steps. Several Apollo missions were completed without touching down on the Moon’s surface. Apollo 7 made a 163-orbit flight carrying a full crew of three astronauts. Then Apollo 8 took a lunar trajectory, completed a lunar orbit, and returned safely to Earth.
Apollo 9 did not go to the Moon but spent time in Earth orbit testing the lunar module. Apollo 10 did go to the Moon but tested the lunar module without landing.
