The BBC has a Royal Charter, overseen by, but independent of, government. Although many people think the BBC is free, it is not. Its money comes from an annual television licence fee which is charged to all British households and others using its services. It also operates the BBC World Service (begun in 1932 as the BBC Empire Service), which broadcasts in 28 languages around the world.

The BBC now gets a quarter of its funds from its commercial arm BBC Worldwide Ltd.
